I don't disagree, but there are plenty of American policemen who are willing to handcuff mothers who dared take their children to the playground without masks. Defund the police was not really about defunding the police, but purging those loyal to their communities, so they can be replaced with the guys you describe.
While I have no doubt that we may very well see some of this, look at what Antifa is allowed to do as the police stand by and watch, but I think that for most, it will be nothing more physically violent than a CCP style social credit system that will force them to toe the line.
